Lines 3 and 4 are where two quotes for identical cargo diverge most. On small LCL shipments they can reach 45–60% of the total, because a 1 CBM consignment pays the same per-shipment documentation fees as a container.
Our industry insight: when two China–Peru quotes differ by more than double, the gap is almost never the ocean rate. It is scope. One quote stops at the port, the other includes duty and delivery — and a few omit destination handling entirely, then invoice it after the container has already sailed.

LCL: per CBM, all-in
LCL is quoted per CBM with a one to two CBM minimum, but sea freight is only part of the bill. CFS handling, consolidación, visto bueno, delivery order and documentation are charged per shipment, so the effective rate collapses as volume grows: roughly US$585 per CBM at 1 CBM, falling to about US$429 at 10 CBM. Past 13–15 CBM, a 20ft is almost always cheaper.

Air bills on chargeable weight — the greater of actual weight and volumetric weight (length × width × height in cm ÷ 6,000). An 80 × 60 × 50 cm carton weighing 25 kg carries a volumetric weight of 40 kg, and you pay for 40. As a rule of thumb, air freight is worth it when cargo value exceeds roughly US$30 per kilogram.

Chancay's Phase 1 handles about 1 million TEU per year. Throughput reached 336,200 TEU in 2025 and 200,000 TEU in the first half of 2026, up nearly 71% year on year. A CHX3 feeder launched in July 2026, and a Phase 2 expansion of roughly US$1.3 billion is planned for 2027.
The trade-off is inland, not ocean. Take a 40HQ with US$60,000 of cargo financed at 9%: a 15-day saving is worth only about US$220 in financing cost. But because Chancay sits 60–80 km further north and its trucking market is thinner, per-container haulage to a Lima warehouse can run higher than from Callao. High-value and time-sensitive cargo usually nets out ahead through Chancay; low-value, high-volume cargo often does not.
Our industry insight: the most expensive routing mistake we see is booking Chancay for a consignee in southern Lima or Arequipa. The ocean saving is real, but the northbound repositioning consumes it. Before you commit to a gateway, give your forwarder the final delivery address — not just "Lima" — and ask for the inland leg priced both ways.

The 2026 change most guides have missed
Peru's VAT on imports is still 18%, but under Ley 32387, effective 1 January 2026, it is now split into IGV at 15.5% and IPM at 2.5%. Guides still quoting a flat 18% IGV — or the older 16% plus 2% split — will mis-state your duty line. The IPM is scheduled to reach 4% by 2029, so multi-year contracts should model a rising effective rate.

Cargo is released through canal verde (documentary), canal naranja (document review) or canal rojo (physical inspection, adding 3–7 days plus storage). Filing despacho anticipado before the vessel arrives is the single most effective way to avoid the red channel's cost.

Antidumping, the FTA and Door-to-Door DDP
0% duty is not automatic
The China–Peru Free Trade Agreement has been in force since 2010. It is not "duty-free on everything": roughly 71% of tariff lines were already at 0% MFN, textiles and footwear were largely excluded, and it removes no antidumping duties. You must present a Certificate of Origin issued before the vessel sails, with HS codes and values matching your commercial invoice exactly. A mismatch is grounds for withdrawing preferential treatment and reassessing duty.
Antidumping on Chinese goods: 2026 status
- Chinese footwear with rubber, plastic or leather uppers carries antidumping duties extended to 30 November 2026.
- A sunset review (Res. 146-2026/CDB-INDECOPI) is under way, so duties continue through 2027.
- China supplies 56.9% of Peru's imported footwear, with volumes up 123.5% between 2022 and 2025.
- A separate measure on textile-upper footwear was lifted in January 2026 (Res. 0292-2025/SDC-INDECOPI).
Antidumping duty sits on top of ad valorem and is not removed by the FTA. For a footwear importer, that is the difference between a viable landed cost and an unviable one.
