LCL Shipping from China to the USA: 2026 Per-CBM Rates, Consolidation and the FCL Break-Even

Are you holding four pallets that will never fill a 20ft container, and wondering whether your per-CBM quote for LCL shipping from China to the USA survives the US port, the destination CFS and the customs entry? Below are October 2026 rates by coast, the charges that double small invoices, the CBP filings LCL needs, and where a container beats your pallets.

Export cartons being measured and labelled at a Chinese container freight station before consolidation into a shared 40ft container.

LCL Shipping from China to the USA: Coast, CFS and the Sailing You Book

Two choices set everything else on this lane, and neither is the per-CBM rate.

The coast. A West Coast consolidation to Los Angeles or Long Beach is discharged 15–19 days after loading. An East Coast box takes the all-water routing through the Panama Canal: 30–36 days to New York/New Jersey, 31–38 to Savannah and Charleston, 32–39 to Houston. The ocean gap is only $15–$20 per CBM, but the working-capital gap is two to three weeks of stock in transit, so check the shipping routes from China to the USA before choosing a coast.

The CFS. Cargo is stripped at a destination container freight station, and which one your consolidator uses sets your drayage distance and free-time clock. Los Angeles and Long Beach consolidate inland around Compton, Carson and Rancho Dominguez; New York/New Jersey strips in Elizabeth and Avenel; Houston sits near Bayport. A CFS forty minutes further from your warehouse adds $80–$150 per delivery and never appears in the quote.

Frequency. Shanghai and Ningbo build boxes to each US gateway several times a week, and Yantian and Shekou match that on the West Coast; a thinner gateway may get one LCL box a week, so a missed cut-off costs seven days rather than one. Groupage mechanics sit in our LCL shipping from China guide. DTFU Logistics builds its own boxes out of Yantian and Ningbo on direct MSC, Maersk, COSCO and ONE allocations, so the cut-off you get is the CFS one.

LCL Shipping from China to the USA Cost per CBM: October 2026 Rates by Coast

Rates are port-to-port from Shenzhen, Ningbo and Shanghai in October 2026; the destination CFS sits in its own column.

US gateway group Ocean LCL per CBM Destination CFS, stripping and release All-in per CBM at the CFS Minimum charge
Los Angeles / Long Beach $95 – $155 $40 – $90 $135 – $245 2 CBM
Oakland, Seattle / Tacoma $95 – $155 $45 – $90 $140 – $245 2 CBM
New York / New Jersey $110 – $175 $45 – $95 $155 – $270 2 CBM
Savannah / Charleston $110 – $175 $40 – $85 $150 – $260 2 CBM
Houston $110 – $175 $40 – $80 $150 – $255 2 CBM

The 2 CBM minimum is not a formality: below it you still pay the full documents, a full entry and a full delivery, so a 0.8 CBM shipment lands at $450–$700 door to door.

Mode Unit October 2026 rate Door to door Sensible for
Ocean LCL per CBM $95 – $155 West Coast, $110 – $175 East Coast 30 – 52 days 2 – 15 CBM
Ocean LCL, DDP duty paid per CBM $210 – $320 30 – 45 days Importers without a US entity
Sea FCL, 20GP per container $3,300 (Los Angeles) to $5,900 (Houston) 32 – 45 days 18 CBM and up
Air freight per kg $5.80 – $8.20 (100–499 kg), $4.80 – $6.60 (500 kg+) 4 – 7 days 100 – 1,000 kg
Express courier per kg $9.50 – $14.50 3 – 6 days Under 100 kg
US gateway 20GP 40GP 40HQ Ocean transit
Los Angeles / Long Beach $3,300 – $4,300 $5,100 – $6,300 $5,300 – $6,600 15 – 19 days
Oakland $3,400 – $4,400 $5,200 – $6,400 $5,400 – $6,700 16 – 20 days
Seattle / Tacoma $3,400 – $4,400 $5,200 – $6,400 $5,400 – $6,700 16 – 21 days
New York / New Jersey $4,600 – $5,700 $7,000 – $8,400 $7,200 – $8,700 30 – 36 days
Savannah / Charleston $4,700 – $5,800 $7,100 – $8,500 $7,300 – $8,800 31 – 38 days
Houston $4,800 – $5,900 $7,200 – $8,600 $7,400 – $8,900 32 – 39 days

The spread inside a coast comes from consolidation density and timing: a lane where three NVOCCs build weekly boxes prices tighter than one with a single consolidator, and October is the last clean month before the pre-Chinese New Year rush, when transpacific rates typically firm by 10–20%. The 20ft and 40ft container cost from China to the USA covers the full-box side, the sea freight from China service page explains how bookings are built, and the shipping from China to USA lane page lists our departures.

What the Per-CBM Quote Leaves Out: US Destination Fees on an LCL Shipment

Three forwarders can quote $120, $185 and $310 per CBM for the same delivery. Nobody is lying — the scopes differ, and the stack below is why.

Charge Typical amount Basis Who bills it
ISF filing $40 – $75 per shipment Broker
Single-entry customs bond $60 – $150 per entry Surety via broker
Customs brokerage and entry $150 – $250 per entry Broker
Documentation and delivery order $100 – $250 per shipment Forwarder or destination agent
Destination CFS handling and stripping $40 – $90 per CBM Destination CFS
Delivery within about 50 km $200 – $380 per shipment Trucker
CBP exam, if selected $150 – $450 per shipment CFS or terminal
Storage after free time $2 – $6 per CBM per day CFS

Free time at the destination CFS is three to seven calendar days from de-vanning, and the clock starts whether or not your broker has the paperwork. A 6 CBM shipment then accrues $12–$36 a day, against a $200 re-delivery fee once your pallets are moved to the back of the shed.

What disappears in LCL matters too: no chassis at $35–$50 a day, no terminal free time followed by wharf demurrage of $26–$275 a day, no detention. You rent space in someone else's container, so the only clock you own is the CFS one — and what you inherit is the co-loader's schedule. The freight cost from China to the USA guide prices the container-side version of these lines.

How Long Does LCL Shipping from China to the USA Take? The Day Counts

The crossing is the same one an FCL box takes; everything around it is slower.

Stage Los Angeles / Long Beach New York / New Jersey
Cargo received at the origin CFS 2 – 3 days 2 – 3 days
Consolidation wait to the CFS cut-off 6 – 7 days 4 – 5 days
Ocean leg 15 – 19 days 30 – 36 days
Discharge to stripped cargo 4 – 6 days 4 – 5 days
Release, delivery order and local delivery 3 days 2 – 3 days
Door to door 30 – 38 days 42 – 52 days

The costliest mistake is treating the vessel cut-off as your deadline. A consolidator closes its CFS several days before the sailing so the box can be stuffed, weighed, VGM-submitted and its house bills filed in AMS. Cartons that arrive on the day the vessel closes are not on it: on Shenzhen and Ningbo consolidations the working rule is five working days before the sailing you want.

Against FCL, LCL costs 15 days door to door on the West Coast and 10–16 on the East. Stock that must be sellable on 1 March should leave the factory in the first week of January for the West Coast, and the last week of December for the East.

LCL Customs Clearance in the USA: ISF, AMS, Bonds and the Entry Itself

US duty is assessed on the transaction value — the price actually paid or payable, under 19 CFR 152.103 — not on a CIF number. Separately shown international freight and insurance stay out of the duty base; the Chinese-side inland freight inside your FOB price stays in.

A formal entry also carries the merchandise processing fee at 0.3464%, floor $34.58, cap $670.86 for fiscal 2027 (CBP Dec. 26-14, effective 1 October 2026), plus the harbor maintenance fee at 0.125% of value on ocean cargo only. The floor covers any entry below about $9,980 and the cap takes over above $193,700, so small LCL entries pay the flat minimum. Informal entries under $2,500 pay $2.77–$12.45.

Three filings decide whether the cargo moves on arrival. The ISF is filed per house bill 24 hours before the vessel loads — before loading, not before arrival — and two transmissions are normal on LCL, because the stuffing location is often unknown until the box is built. A missed ISF carries $5,000 per violation in liquidated damages, which dwarfs the freight on a 6 CBM shipment. AMS runs on the same clock: the carrier files the master bill, the NVOCC files your house bill, and no broker can transmit an entry until that number exists. Then the bond: single-entry at 0.4–0.5% of entered value plus duty, usually $60–$150, or continuous at $400–$700 a year.

Then comes release, where LCL differs from FCL and catches people out. A broker can file up to 15 days before arrival and CBP can clear the entry, but the CFS hands over nothing without a delivery order from the forwarder or its agent, issued against the original house bill or a telex release. Clearance is a customs event; release is commercial. DTFU files ISF and entries in-house through our customs clearance desk, so the bill, entry and delivery order land in one queue.

What the de minimis suspension did to small LCL shipments

A 1.5 CBM box worth under $800 used to ride the de minimis exemption without an entry. CBP's interim final rule of 24 June 2026 suspended it indefinitely for every mode except international mail, so a two-pallet sample now needs an importer of record, a bond, an ISF and an entry — on $600 of goods, $250–$450 of filing cost against $15–$50 of duty.

Here is a complete landed cost: 8 CBM and 1,450 kg of LED desk lamps, HS 9405.42, 6% MFN duty, FOB value $18,400, consolidated to Los Angeles and delivered 55 km inland.

Line Calculation Amount
Ocean LCL 8 CBM × $125 $1,000.00
Origin CFS and export declaration 8 CBM × $25 $200.00
Destination CFS handling 8 CBM × $65 $520.00
ISF filing flat $55.00
Single-entry bond flat $95.00
Customs brokerage flat $185.00
Delivery, 55 km with liftgate flat $340.00
Duty, 6% MFN 6% × $18,400 $1,104.00
Section 301, List 4A 7.5% × $18,400 $1,380.00
Merchandise processing fee 0.3464% × $18,400 $63.74
Harbor maintenance fee 0.125% × $18,400 $23.00
Total landed, duty paid $4,965.74

That is $621 per CBM and $2.07 per lamp across 2,400 units, with duty and Section 301 accounting for half the bill. Reclassify the same cartons into a 25% List 1–3 category and the shipment costs $530 more before it leaves the port — which is why classification, not rate negotiation, is where an LCL budget breaks.

Consolidation Cut-Offs and Co-Loading: What LCL Consolidation from China to the USA Really Means

"Consolidation" covers two businesses, and the difference shows up the week your cargo is late. A forwarder that builds its own box controls the stuffing date: it can hold the container a day for a regular shipper and tell you on Tuesday whether your pallets made Wednesday's sailing. A forwarder that co-loads buys space in someone else's box, your cargo rides under that party's master bill, and the cut-off, routing and roll decision belong to them. Co-loading is normal and often cheaper; it is also why shipments move to the next vessel with an explanation that arrives afterwards.

Three things follow. Ask which bill your cargo rides under — if it is a master bill issued to another NVOCC, your forwarder is a customer with less leverage than the rate suggests. Get the cut-off in writing with a time: "Wednesday 17:00, cartons counted and marked". And expect the whole box to clear, not your part of it: if another shipper's entry is flagged or CBP orders an exam, every consignee waits. Sequential carton numbers matching the packing list are what stop a shortage claim becoming a two-week argument.

LCL vs FCL from China to the USA: The Break-Even Sits at 16–20 CBM

The 15 CBM rule is repeated on this lane because it is roughly true in Europe, where a 20ft crosses for $1,200–$1,800. On the transpacific a 20ft is a $3,300–$4,300 ocean booking. Run both sides on the same scope — door to door, excluding duty — and the arithmetic lands nowhere near 15.

An LCL shipment to a Los Angeles address costs CBM × ($195 – $355) + ($350 – $725): ocean $95–$155, origin CFS $15–$35, destination CFS $40–$90 and local delivery $45–$75 per CBM, plus the ISF, bond, brokerage and documentation in the fixed block. A 20GP on the same lane lands at $4,800–$6,600 door to door — $3,300–$4,300 ocean plus $1,500–$2,300 of handling, terminal charges, chassis, entry and delivery — across about 28 usable CBM.

Volume LCL, door to door 20GP, door to door What the numbers say
6 CBM $1,520 – $2,855 $4,800 – $6,600 LCL at both ends of the band
10 CBM $2,300 – $4,275 $4,800 – $6,600 LCL, with less headroom
16 CBM $3,470 – $6,405 $4,800 – $6,600 LCL low, FCL high — price both
20 CBM $4,250 – $7,825 $4,800 – $6,600 tipping point
24 CBM $5,030 – $9,245 $4,800 – $6,600 FCL
28 CBM $5,810 – $10,665 $4,800 – $6,600 FCL, and the box is full

The crossover band is 16–20 CBM, with 18 CBM as the planning number: the point where the two invoices overlap whichever forwarder you use. Between 20 and 28 CBM a 20ft is the right box, and past roughly 34 CBM a 40HQ at $5,300–$6,600 ocean costs less per cubic meter than a second 20ft.

Weight beats measure, and it moves the break-even

LCL is priced on revenue tons: one cubic meter or 1,000 kg, whichever is greater. Most cartoned goods sit at 150–250 kg per CBM and never touch the weight side. Dense cargo does.

Cargo type kg per CBM 16 CBM bills as Effective rate change Break-even vs a 20GP
Cartoned consumer goods 150 – 250 16.0 W/M none 16 – 20 CBM
Hand tools, hardware 600 – 900 16.0 W/M none 16 – 20 CBM
Ceramic tiles, sanitaryware 1,200 – 1,500 19.2 – 24.0 W/M +20% to +50% 12 – 14 CBM
Castings, machinery parts 2,000 and up 32.0 W/M and up +100% 8 – 10 CBM

That is where the universal 12–15 CBM figure comes from: dense cargo is where the meter rate stops meaning anything. If your product is heavy, price an FCL at 10 CBM.

LCL Shipping from China to the USA Door to Door: 3PL, Amazon FBA and Residential Delivery

The last mile loses more LCL shipments than the ocean does, and the three destination types differ.

Your own warehouse. The CFS releases against the delivery order, the trucker books an appointment, and a 53ft trailer or box truck arrives. Inside delivery, liftgate and a two-hour window run $75–$150 each.

A 3PL. Receiving runs $8–$25 a pallet plus an admin fee, most 3PLs want an ASN before the truck arrives, and many refuse floor-loaded cartons. Re-palletising costs $10–$20 a pallet, billed to you.

Amazon FBA. Amazon requires a confirmed appointment in Carrier Central linked to a valid shipment ID; a truck without one is turned away. Carton and pallet limits are hard stops, and a rejected delivery brings a rescheduling fee plus storage. LCL into FBA works well on the West Coast — 30–38 days door to door — provided labels, shipment plan and pallet heights are right before the box is stripped. Our Amazon FBA shipping from China team handles that side, and the door-to-door shipping from China service covers the single-invoice version where one party owns the cargo from gate to dock.

One caution: your cargo shares a container, so a hold on the box is a hold on your restock. On a launch with a fixed date, the $1,500–$2,000 gap between LCL and a 20ft is cheap insurance.

Booking LCL Shipping from China to the USA: Three Numbers to Get Right Before the Cut-Off

Most LCL problems are decided before the cargo moves.

  1. Chargeable volume. Measured at the CFS, rounded up per piece, converted at 1,000 kg per CBM. A 14 CBM order that measures 15.2 at the CFS is billed at 15.2.
  2. HTS code and bond. Duty and the Section 301 layer follow the declared code, and no broker can file without a bond on record. Agree both before the invoice is issued.
  3. The scope of the quote. Port-to-port, CFS-to-CFS or DDP: a $120 rate and a $310 rate can describe the same shipment at different points on the chain.

FAQs About LCL Shipping from China to the USA

How much does LCL shipping from China to the USA cost per CBM? $95–$155 per CBM port-to-port to Los Angeles, Long Beach, Oakland or Seattle, $110–$175 to New York, Savannah or Houston, 2 CBM minimum, plus $40–$95 per CBM of destination CFS handling and $350–$725 of fixed fees.

How long does LCL shipping from China to the USA take door to door? 30–38 days to the West Coast, 42–52 to the East Coast. The ocean leg is 15–19 days to Los Angeles and 30–36 to New York; the rest is consolidation, de-consolidation and delivery.

At what volume is FCL cheaper than LCL from China to the USA? Between 16 and 20 CBM, 18 CBM as the planning figure. At 20 CBM LCL runs $4,250–$7,825 against $4,800–$6,600 for a 20GP; by 24 CBM the container wins at every point.

Is LCL cheaper than air freight for 300 kg? Usually, but not by much. 300 kg by air is $1,740–$2,460 at $5.80–$8.20 per kg plus clearance, against $1,900–$2,900 for 2 CBM by LCL, at 30–38 days against 4–7.

Do I need a customs bond for an LCL shipment? Yes, for any entry: a single-entry bond at 0.4–0.5% of entered value plus duty, usually $60–$150, or a continuous bond at $400–$700 a year.

Is US duty calculated on the CIF value of an LCL shipment? No. Duty is on transaction value under 19 CFR 152.103, so separately shown international freight and insurance sit outside the base.

What does the merchandise processing fee cost on a $15,000 LCL entry? $51.96 at 0.3464%. The FY2027 floor is $34.58 and the cap $670.86, so the percentage only bites between $9,980 and $193,700 of value. HMF adds $18.75.

Can I still ship 1 CBM of samples without a formal entry? Not since 24 June 2026, when CBP suspended the $800 de minimis exemption for every mode but international mail. Under $2,500 an informal entry applies at a flat MPF of $2.77–$12.45, but brokerage, bond and ISF still do.

Can I ship LCL to Amazon FBA from China? Yes, the most common use of LCL on this lane at 2–10 CBM. Amazon needs an appointment in Carrier Central tied to a shipment ID, FNSKU carton labels and pallets inside its limits.

Why did my LCL invoice come in at double the quote? Usually three lines: destination CFS handling at $40–$90 per CBM outside the port-to-port rate, documentation and delivery order fees of $100–$250, and storage after free time at $2–$6 per CBM a day.

If you are weighing a 6 CBM restock against a 20ft, or working out why two forwarders quoted the same cartons $190 apart, the answer usually sits in the destination layer rather than the ocean rate. Send the carton dimensions and the delivery ZIP to our US LCL desk and you will get the per-CBM rate, CFS charges and entry costs on one page for the coast your cargo sails to.
