Are you about to book a container from Shenzhen to an Amazon.ca fulfillment centre with the carton spec, the importer-of-record question and the dock appointment all still unresolved? This playbook gives you the 2026 prep rules, the CARM path a Chinese seller actually walks, and the per-unit landed cost DTFU builds into every Amazon.ca quote.

Amazon FBA Canada Requirements: Carton, Pallet and FNSKU Rules Before You Book
The inbound leg fails at the receiving dock more often than at sea. Since July 1, 2026, Amazon no longer preps or labels units for Canadian fulfillment centres — the US service ended on January 1, 2026 and Canada followed — so every unit arrives retail-ready, prepped by your supplier or a prep centre. Confirm the current prep page in Seller Central before printing labels.
| Element | Amazon.ca rule in 2026 | How it fails in practice |
|---|---|---|
| FNSKU | One scannable FNSKU per unit on the outermost packaging, 1 x 2 5/8 in or larger, covering any other barcode | Scanner reads the manufacturer UPC, units post as unfulfillable |
| Poly bag | Transparent, fully sealed, suffocation warning printed when the opening is 5 in (12.7 cm) or wider | Bag cut off at receiving, relabelling charged back to you |
| Expiry-dated goods | Date on the unit and outer case, usually 90 days of shelf life remaining on arrival | Units disposed of without reimbursement |
| Carton | 22.7 kg (50 lb) maximum, 63.5 cm on any side, FBA box ID label on every carton | Oversize or unlabelled carton refused or reworked at your cost |
| Pallet | 48 x 40 in GMA B grade or better, four-way entry, 1.8 m maximum height including pallet, 680 kg | Pallet rejected at the dock, return freight billed to the seller |
Two rules break first-time sellers. A bag with a 5-inch opening and no printed suffocation warning is a prep defect, and receiving applies the rule at carton level, so one bad bag can hold an entire carton. The second is bilingual labelling: the Consumer Packaging and Labelling Act expects English and French on many products, and no Canadian 3PL can fix English-only packaging cheaply.
Where you prep is a cost decision: China-side prep runs USD 0.15–0.35 per unit against CAD 1.00–2.00 at a Canadian centre, so above roughly 3,000 units a month most sellers label at source, hold buffer stock with a warehouse service in China, and replenish weekly.
Which Amazon Fulfillment Centers in Canada Receive Imports and How Appointments Work
Amazon does not let you pick a building. You create the shipment in Send to Amazon, choose a placement option, and Amazon returns destination codes whose four-letter prefix is the airport code of the region; the assignment can change between shipments.
| Cluster | Metro area | Sites and industrial belt | Import routing reality |
|---|---|---|---|
| YYZ | Greater Toronto | Mississauga, Brampton, Milton, Bolton, Scarborough | Rail arrival at CN MacMillan Yard or CPKC Vaughan, then 1–2 days drayage |
| YVR | Lower Mainland | Delta, New Westminster, Tsawwassen | Shortest dray from Vancouver and Fraser River terminals, best for BC sellers |
| YYC | Calgary | Calgary sites including YYC4 at 6635 106 Avenue SE | Two to four days by rail from Vancouver, then local dray |
Ontario takes most Amazon.ca volume, and Toronto has no deep-sea container terminal: every YYZ delivery includes a rail leg from Vancouver or Prince Rupert. For a Zhejiang or Jiangsu supplier, the calculus in shipping from Ningbo to Canada applies — Prince Rupert plus CN Rail often beats Vancouver for an Ontario FC.
The appointment is the step sellers forget. Amazon requires an advanced dock appointment created by the delivering carrier, and a truck without one is refused at the gate. Carriers book through Carrier Central against your shipment ID and ASN; a missed window is a re-booking, and in October the next slot can be three to seven days out. Amazon also charges inbound defect fees when a shipment must be re-directed or manually processed.
Who Is the Importer of Record for Amazon FBA Canada? CARM, BN15 and the Non-Resident Route
This is the most expensive decision on the lane, and it is made months before the container moves. Amazon will not act as importer of record: the fulfillment centre is a ship-to address that will not answer a CBSA verification or hold a business number. Somebody with a Canadian business number is legally responsible for the declaration, the duty and the tax.
CARM changed who carries that liability
Since October 21, 2024, the CBSA Assessment and Revenue Management system has been the official system of record for commercial imports, and importers pay duty through the CARM Client Portal. The transition measures ended on December 31, 2025. From January 1, 2026, amendments to section 17 of the Customs Act are in force, and the entity named as importer at accounting is liable for duty and tax along with the importer and owner of the goods. A broker's business number can no longer carry a commercial entry; it survives for casual goods, courier low-value shipments, trade shows and auctions.
Without a CARM account and Release Prior to Payment security, duty and tax must be paid before CBSA releases the container, so the box sits at the terminal while storage runs.
The non-resident importer route, step by step
A Chinese seller can import as a non-resident importer, which is the route most Amazon.ca sellers should take to scale. It is administrative work, not a legal barrier.
- Register with the Canada Revenue Agency for a nine-digit business number; CBSA cannot issue one to a non-resident.
- Create a CARM Client Portal account and enrol in the importer program to receive an RM account, which combines with the BN9 into the 15-character BN15.
- Appoint a business account manager, and a second one, because a single BAM is a single point of failure.
- Delegate authority to your licensed broker inside the portal; a paper power of attorney is no longer the mechanism.
- Enrol in Release Prior to Payment and post financial security, typically around CAD 5,000.
- Register for GST/HST with the CRA, which is what makes the tax at the border recoverable.
- Keep import records in Canada, or apply on Form BSF900 to keep them in the United States or Mexico.
Step six is where quiet money is lost. Amazon has been a marketplace facilitator since July 1, 2021 and collects GST/HST on third-party sales itself, so registration is not about the product page but about the 13% HST paid at the border: registered importers recover it as an input tax credit, unregistered ones absorb it permanently.
| Route | Importer of record | What the seller sets up | Cash effect | Main risk |
|---|---|---|---|---|
| Seller as non-resident importer | The Chinese entity | CRA BN9, CARM, RPP, GST/HST | HST recovered; brokerage CAD 50–150 per entry | Full liability for classification and valuation |
| Canadian subsidiary | The Canadian entity | Incorporation, BN15, bookkeeping | Cleanest ITC position | Fixed compliance cost, transfer pricing |
| DDP forwarder as importer | The provider | Nothing | Duty and tax buried in the rate | No ITC, no entry visibility |
| Supplier as importer | The factory | Nothing | Looks cheapest | Their declaration becomes your audit trail |
DDP is legitimate and often right for a first shipment, but it must be priced honestly. A provider using its own business number keeps the HST it recovers and cannot show you the duty line, so you cannot tell an 18% apparel rate from a 0% electronics rate. Ask for the entry number and duty calculation after clearance; a provider that will not produce them is doing DAP with a story, as DDP shipping from China to Canada sets out.
Shipping from China to Amazon FBA Canada: FCL, LCL, Air and Express Compared
Mode choice follows units, unit value and days of stock cover, not rate per kilo: 400 units belong on a plane, a twelve-month buy of 8,000 in a container.
| Channel | 2026 indicative cost | Door-to-FC transit | Best fit for Amazon.ca | Main limitation |
|---|---|---|---|---|
| Ocean FCL | USD 1,600–4,500 per container | 25–45 days | 15+ CBM, heavy or bulky SKUs | Slowest; needs a container of one seller |
| Ocean LCL | USD 70–180 per CBM | 28–48 days | 1–14 CBM, launch orders, test SKUs | Destination CFS fees per shipment |
| Ocean plus rail | FCL rate plus rail ramp | 30–48 days | Ontario, Quebec and Prairie FCs | Adds 3–7 days inland |
| Air freight | USD 4.50–8.00 per kg | 3–8 days | High value, low weight, restock emergencies | Chargeable weight at 1:167 volumetric |
| Express courier | USD 6.50–9.50 per kg | 2–5 days | Samples, replacement units, under 45 kg | Rarely economic above 100 kg |
Two traps are specific to FBA. Volumetric weight turns a 9 kg carton of cushioned homeware into 28 billable kilos, so USD 5 per kg becomes USD 15 per shipped kilo. And LCL co-loads your cartons with other sellers, so they are handled twice at destination — damage claims are harder to win than on FCL. Routing detail sits on the sea freight from China and air freight from China pages, with lane-wide numbers on shipping from China to Canada.
Cost of Shipping from China to Amazon FBA Canada: Rates and Per-Unit Landed Cost
Quotes differ by a factor of three because they describe different products: port-to-port excludes destination handling, drayage, brokerage, duty, tax and prep; delivered-to-FC includes all of it. The table is port-to-port, the baseline for comparing carriers.
| Service | 2026 indicative rate (USD) | Scope |
|---|---|---|
| FCL 20GP, China to Vancouver | 1,600–2,900 | Port-to-port, surcharges extra |
| FCL 40GP or 40HQ, China to Vancouver | 2,200–4,500 | Port-to-port, surcharges extra |
| FCL 20GP, China to Toronto or Montreal | 2,400–3,700 | Includes the West Coast rail leg |
| FCL 40ft, China to Toronto or Montreal | 4,000–5,300 | Includes the West Coast rail leg |
| LCL, China to Canada | 70–180 per CBM | Port-to-port, 1 CBM minimum |
| Air freight, China to YYZ or YVR | 4.50–8.00 per kg | Airport-to-airport, +100 kg bracket |
| Express courier | 6.50–9.50 per kg | Door-to-door, under 45 kg typical |
Add CAD 350–800 per container for destination charges — DTHC, delivery order fee, drayage, chassis and rail ramp — CAD 50–150 per entry for brokerage, and cargo insurance at 0.2%–0.5% of insured value. Insurance is the line sellers skip: cargo insurance for shipping from China costs under one percent of goods value. Prep and labelling add USD 0.15–0.35 per unit in China, or CAD 1.00–2.00 at a Canadian centre.
A worked per-unit landed cost into a YYZ fulfillment centre
Take 1,000 units of apparel, 0.012 CBM each, 700 kg gross, FOB Shenzhen USD 9.00 per unit, imported by the seller as a non-resident importer and delivered on an LCL booking to a Greater Toronto Area FC. CAD converts at 1.36.
| Line | Basis | USD | Per unit |
|---|---|---|---|
| Goods, FOB Shenzhen | 1,000 units at USD 9.00 | 9,000.00 | 9.00 |
| LCL ocean freight | 12 CBM at USD 100 per CBM | 1,200.00 | 1.20 |
| Origin charges | Export declaration, CFS receiving, documents | 250.00 | 0.25 |
| Destination CFS and DTHC | CAD 480 | 352.94 | 0.35 |
| Drayage and appointment | CAD 320 | 235.29 | 0.24 |
| Brokerage | CAD 95 | 69.85 | 0.07 |
| Duty at 18% MFN | On USD 9,000 value for duty | 1,620.00 | 1.62 |
| HST at 13% | On duty-paid value of USD 10,620 | 1,380.60 | 1.38 |
| Prep | FNSKU plus poly bag at USD 0.22 | 220.00 | 0.22 |
| Inbound placement fee | CAD 0.40 per unit, minimal split | 294.12 | 0.29 |
| Total cash out | 5,622.80 | 5.62 | |
| Less recoverable HST | Registered importer claim | -1,380.60 | -1.38 |
| Net landed cost | 4,242.20 | 4.24 |
Freight and handling come to USD 2,622.20, or 29% of goods value; duty and tax add 33%. The 18% duty, set by the 10-digit HS code your broker files, decides whether the product works — more than any freight negotiation. The placement fee is charged 45 days after receipt, on the Amazon settlement report rather than the freight invoice.
DTFU prices these lanes from direct carrier contracts rather than spot resale, which matters in the six weeks before Golden Week and Chinese New Year, when space beats price. For palletized replenishment, shipping a pallet from China to Canada is a better starting point.
How Long Does Shipping from China to Amazon FBA Canada Take?
Ocean transit is what sellers quote themselves and the least useful number; the date that matters is when the FC receives your cartons, which adds clearance, drayage, appointment and receiving to the sailing time.
| Route | Transit | Door to FC | Notes |
|---|---|---|---|
| Yantian or Shekou to Vancouver | 14–18 days | 25–32 days | YVR cluster drayed within days of discharge |
| Ningbo or Shanghai to Vancouver | 15–20 days | 26–34 days | Widest carrier choice |
| China to Prince Rupert | 12–18 days | 28–36 days | Shortest ocean leg, CN Rail to Ontario |
| China to Toronto or Montreal | 24–38 days | 32–45 days | Includes the mandatory rail leg |
| Air to YYZ or YVR | 2–4 days airport to airport | 4–8 days | Add 1–2 days for drayage and appointment |
| Express courier | 2–5 days door to door | 2–5 days | Appointment still required |
Amazon receiving takes 3–10 days, longer in October and November. Schedules bunch after Golden Week, when the next two sailings carry three weeks of cargo. A booking made inside 14 days of sailing carries rolled-container risk, so book 21 days before cargo readiness and allow 45 days from purchase order to available inventory.
Amazon FBA Canada Customs Clearance: Documents, Duty and GST/HST
The customs clearance file for an FBA shipment is a commercial file, not a parcel. CBSA wants a commercial invoice separating the seller from the ship-to address, a packing list, the bill of lading or air waybill, a 10-digit HS classification per line, and a Canada Customs Invoice on Form CI1 once value for duty exceeds CAD 2,500, plus ISPM 15 proof for wood packaging and any permit another department requires.
Advance reporting is where timelines are lost. Carriers transmit marine cargo data under the ACI eManifest rules 24 hours before loading, and forwarders transmit house bill data 24 hours before arrival, so the broker can file a pre-arrival review and release on discharge. Two habits prevent most holds: put the FC code and address in the ship-to field exactly as Amazon prints it, and keep invoice value consistent with the purchase order.
| Tax or duty | Rate | Applied to |
|---|---|---|
| MFN duty | 0%–18%+ by 10-digit HS code | Value for duty, normally CIF |
| GST, federal | 5% | Duty-paid value |
| HST, Ontario and Atlantic | 13% and 15% | Duty-paid value |
| British Columbia | 5% GST plus 7% PST | Duty-paid value |
| Quebec | 5% GST plus 9.975% QST | Duty-paid value |
China and Canada have no free trade agreement, so CUSMA, CETA and CPTPP give no preference to Chinese-origin goods, and surtaxes on electric vehicles and certain steel and aluminum products can dwarf the MFN rate. On de minimis, most guides repeat the CAD 150 duty and CAD 40 tax figures without the qualifier: those apply to courier shipments from the United States or Mexico, while a courier shipment from China is free of duty and tax only up to CAD 20. None of it applies to an FBA inbound, which is a commercial entry at any value.
When CBSA Detains a Shipment or Amazon Rejects a Delivery at the Dock
A CBSA detention is not an exam. An exam is a physical inspection at a sufferance warehouse, usually X-ray or a tailgate look, costing handling and time rather than a penalty. A detention is a hold pending information: a valuation query, a classification dispute, a missing permit, or a vague goods description. Expect 3–10 days for a documentation hold and two to six weeks where another department is involved, with storage accruing. Inaccurate declarations fall under the Administrative Monetary Penalty System, where one misclassification can cost more than a year of brokerage.
An Amazon rejection is more common and more preventable. Amazon refuses inventory that is larger than expected, improperly labelled, damaged, sent to the wrong fulfillment centre, or delivered without an appointment. The goods return at your expense or are disposed of, and you have already paid freight, duty and GST/HST on inventory you cannot sell. The stockout arithmetic is worse: 1,000 units at USD 25 retail is USD 25,000 at risk, and a Q4 stockout takes weeks to recover rank.
The third failure is quieter: a shipment sent to one location at minimal splits can carry a placement fee above a dollar a unit on heavier items, charged 45 days after receipt. Splitting to five locations removes it, but requires five identical cartons or pallets per item and multiplies drayage.
Best Freight Forwarder for Amazon FBA Canada
A forwarder here needs four capabilities usually sold separately: FBA prep in China, brokerage that can act on a CARM delegation, drayage with terminal carrier accounts, and appointment discipline at the FC. Ask which they own and which they subcontract.
Then ask what exposes the gaps. Who files the ACI house bill, and under whose bond? Who is importer of record, and can you see the CAD after clearance? What free time applies at destination, and who pays demurrage if the appointment slips? What happens if Amazon refuses the load? A forwarder that answers all four without a follow-up email is worth a second quote; the criteria in freight forwarder from China to Canada apply directly to FBA freight.
DTFU Logistics runs Amazon FBA shipping from China to Amazon.ca from Shenzhen, Ningbo, Shanghai and Guangzhou with in-house customs coordination, CARM delegation support and prep completed before the container is sealed, so the label that would fail at a Canadian dock fails in a Chinese warehouse instead. Send the SKU, the unit count and the launch date to our FBA Canada desk and you get a routing plan with the FC cluster, the mode and the per-unit landed cost before you commit to a sailing.
Amazon FBA Canada Shipping FAQ
How much does one CBM cost from China to an Amazon FBA centre in Canada? LCL runs USD 70–180 per CBM port-to-port; destination CFS handling adds USD 80–120, so a realistic door-to-FC figure is USD 150–300 per CBM.
What is the cheapest way to ship from China to Amazon FBA Canada? Sea freight. LCL wins below about 15 CBM; above 18 CBM a 20GP at USD 1,600–2,900 matches 18 CBM of LCL at USD 2,160–2,700 all-in and gives you the whole box.
How long from purchase order to available inventory? Plan 45–55 days: 21 days of booking and production buffer, 25–45 days door to FC depending on coast, and 3–10 days of Amazon receiving.
Do I need a Canadian company to import my own stock? No. A Chinese entity can import as a non-resident importer with a CRA business number, a CARM account, RPP security near CAD 5,000 and GST/HST registration.
Can Amazon be the importer of record for my FBA shipment? No. The fulfillment centre is only a ship-to address and will not clear goods, hold a business number or answer a CBSA verification.
Is CARM registration mandatory in 2026? Yes. CARM has been the system of record since October 21, 2024, transition measures ended December 31, 2025, and from January 1, 2026 the importer named at accounting is liable for duty and tax.
Can my forwarder clear goods under their own business number? Not for commercial goods. Since January 1, 2026 a broker's BN15 works only for casual goods, courier low-value shipments, trade shows and auctions.
How much duty will I pay? Between 0% and 18%+ depending on the 10-digit HS code. Apparel often lands at 18%, many electronics at 0%, and surtaxes on electric vehicles and certain steel products are separate.
Do I pay GST/HST on an FBA import, and can I recover it? You pay 13% HST in Ontario, 15% in Atlantic provinces, 5% GST plus 7% PST in BC and 5% plus 9.975% QST in Quebec, all on the duty-paid value. Registered importers recover the federal portion.
What happens if Amazon refuses my delivery? The load returns or is disposed of at your expense, inbound defect fees apply, and you have paid freight, duty and tax on inventory you cannot sell. Wrong FC, missing appointment and bad labels cause most refusals.
Can I use Canada's de minimis for FBA shipments? The CAD 150 duty and CAD 40 tax thresholds apply to courier shipments from the United States or Mexico only; from China the courier threshold is CAD 20. Neither applies to a commercial entry, which is dutiable at any value.
