Egypt Customs Clearance: Nafeza, ACI and the ACID Certificate in 2026

Is your supplier about to load a container for Alexandria without an ACID number on the bill of lading? On this lane the filing decides whether the box sails at all. What follows is the 2026 clearance chain, step by step, and what each failure costs.

What Egypt Customs Clearance Looks Like in 2026: Nafeza, ACI and CargoX

Egypt's import gate is one system built from three parts, all upstream of the vessel. Nafeza is the national single window, run for the Egyptian Customs Authority by Misr Technology Services. ACI (Advance Cargo Information) is the procedure under Customs Law No. 207 of 2020 that pushes shipment data into that window before departure. CargoX is the document gateway the exporter uses to send invoice, packing list, draft bill of lading and certificate of origin in as a hash-verified envelope.

The dates matter. ACI became mandatory for sea freight on 1 October 2021 after an Alexandria pilot; air cargo piloted from 2022 and became mandatory on 1 January 2026, confirmed by the Ministry of Finance in November 2025 — so a Shenzhen–Cairo air shipment now carries the same pre-filing burden as an ocean container, on a shorter fuse.

Behind the filing sits a risk engine that assigns a lane before discharge: green releases on the filed data, yellow stops for a document check, red means inspection, X-ray and sampling for food and cosmetics. It reads HS code, importer history, origin and — the part importers underestimate — your declared value against comparable declarations.

Nafeza single window registration is not a form you fill once. It is an account bound to an e-signature token, commercial register, tax card and nine-digit VAT number, with the broker granted delegated access. For shipping from China to Egypt, DTFU files the ACI envelope and CargoX transfer for suppliers new to the portal, because the failure mode is rarely customs being difficult: it is an exporter typing an invoice total that does not match the number already in Nafeza.

How to Get an ACID Number for Egypt Import: The 19-Digit Sequence, Step by Step

The ACID is issued per consignment, not per importer or supplier: the importer or their broker requests it on Nafeza, customs issues it, and the exporter files against it on CargoX.

Step Who acts What has to be true before the next step
1 Importer Nafeza account active, e-signature token issued, commercial register and tax card on file
2 Exporter CargoX account created and company verification completed — start it before the order
3 Importer or broker Data entered: HS code, description, weights, value, Incoterm, port, exporter registration number
4 Customs ACID issued, typically within 48 hours of a clean request
5 Importer The 19-digit number goes to the supplier, who prints it on invoice, packing list and B/L
6 Exporter CargoX envelope filed: invoice in PDF and Nafeza Excel template, packing list, draft B/L or AWB, CO
7 Carrier Booking and shipping instruction show the ACID, or the line will not load

Two fields cause most of the friction. The exporter registration number — ISO country code, two-digit type (01 registry, 02 VAT), the exporter's own number — must match the CargoX profile exactly. The importer VAT number is nine digits from the Egyptian Tax Authority; one transposed digit invalidates the filing.

Then the clock. ACI data must reach Nafeza at least 48 hours before the vessel departs the loading port, inside a carrier cut-off that is often earlier. Request the ACID five to seven working days before sailing. Validity has moved too: 2021 advisories quote three months, while MoF Decision No. 548 of 2025 extends it to six — confirm the window with your broker.

The filing is not free. CargoX charges 160 units per ACID for sea and 80 for air (reduced until 30 June 2026), plus 3 units per document capped at 15; the fee is charged once even if the envelope is amended.

What Voids an ACID Number and Sends Cargo Back to China

An ACID is not permission to ship anything that fits the description. It matches three records — Nafeza filing, CargoX envelope, transport document — and any divergence turns a valid number into a rejected shipment.

What goes wrong What the system sees Where it lands you
Invoice total edited after issuance Nafeza value ≠ CargoX invoice value Envelope rejected, re-file before cut-off or miss the sailing
HS code changed at the last minute Filing classification ≠ declaration Re-filing plus a classification query on arrival
Consignee name differs from the commercial register Name mismatch on the importer record B/L amendment, carrier fee, missed manifest
Exporter registration number truncated Format check failure Envelope cannot be submitted at all
CargoX company not verified Platform blocks submission Days lost in the week of loading
ACID left off the B/L or manifest No matching reference at discharge Cargo held, then re-exported at the importer's cost

A shipment that sails without a valid ACID is refused at the Egyptian end: carrier advisories state that lines will not load a container destined for Egypt without one, and cargo that slips through on a mis-declared booking is treated as non-compliant on arrival, with return freight and storage billed to the party on the bill.

A second layer of voids ignores the number itself. An ACID filed against a proforma invoice that later changes quantity, a certificate of origin legalised in the wrong name, or a supplier shipping a different model all survive the filing and fail the declaration.

Egypt Customs Clearance Documents That Must Match Line by Line

Egyptian customs clearance is a consistency test: the same consignee, description, quantity, value and ACID on every document, because the broker's declaration is generated from them.

Document Fields that must match What a mismatch costs
Commercial invoice ACID, exporter registration number, importer VAT number, Incoterm, HS code, unit price Envelope rejection, then a valuation query after arrival
Packing list Package count, gross and net weight, dimensions, marks Inspection triggered by weight discrepancy
Bill of lading Shipper, consignee, notify party, description, ACID reference Amendment fee plus a manifest correction
Certificate of origin Exporter name and address, origin, goods description Origin challenge, duty re-assessment
Structured Excel invoice Line values identical to the PDF invoice Nafeza rejects the upload outright
Conformity certificate Model, brand, factory name, standard cited Goods held pending sampling

The certificate of origin deserves its own warning: for a Chinese exporter the chain runs from the CCPIT-issued CO through authentication to legalisation at an Egyptian consulate, and it must be finished before the CargoX deadline. Where a letter of credit is involved the bank will often insist on the legalised original even though customs works from the electronic copy.

Two habits separate clean files from expensive ones. Describe goods the way a tariff does: "stainless steel kitchen scissors, 8 inch" clears, while "premium kitchen tool set" invites a classification query and a valuation argument. And keep weights consistent across packing list, VGM and B/L — a 400 kg gap is the most common red-lane trigger on this lane. Getting the HS code right before production is cheaper than defending it after discharge.

Importer Eligibility for Egypt: Commercial Register, Tax Card and the Licensed Broker

Only an Egyptian legal entity can be the importer of record — the first hard gate, and one that surprises exporters who assume the purchase order is enough. The importer needs a commercial register entry, a tax card, a nine-digit VAT number, a Nafeza account with an e-signature token and, for regulated categories, a GOEIC registration in the correct name.

The second gate is the broker. Under Articles 51 to 53 of Customs Law No. 207 of 2020, nobody may practise customs brokerage on third-party goods without an Egyptian Customs Authority licence, which runs two years and is renewable; individuals post a cash guarantee of EGP 50,000, licensed firms EGP 100,000. Your buyer's broker signs the declaration, so their licence status is your risk. Ask for the number before the first shipment.

The third gate is optional. AEO status under Article 90 — Silver for customs simplifications, Gold for safety and security — brings priority processing, a dedicated account manager and the highest green-lane ratio. Worth pursuing once volume is predictable; irrelevant to a first container.

What a foreign exporter cannot do is quietly act as its own importer. A Chinese supplier with no Egyptian entity cannot hold the ACID, recover the 14% VAT or sign the declaration. That gap is what DDP is designed to close, and where compliance risk concentrates when it is closed badly.

GOEIC Registration, Arabic Labelling and Product-Specific Import Gates

Some cargo clears on documents alone. Consumer goods in regulated categories clear only if the factory is on an Egyptian register before the goods arrive.

GOEIC factory registration. Decree No. 43 of 2016 created a register of foreign factories and brand owners eligible to export into Egypt. Products in its annex — 25 groups defined by HS code, covering retail-packaged food, cosmetics, tableware and kitchenware, ceramics, construction steel, home appliances, furniture, bicycles, toys, apparel, carpets and footwear — may only be released for commercial import if a registered factory produced them, or if they come from a registered brand owner or its distribution centre. Decree No. 44 of 2019 later widened the list. Registration is not product certification: it is an administrative entry for the factory, supported by legal status documents, the brands it produces and a quality-control certificate from a body recognised through ILAC or IAF accreditation — in practice ISO 9001. Supporting documents must be renewed on time or the registration lapses.

Arabic labelling. Finished goods imported for distribution and sale must carry Arabic labelling showing country of origin, manufacturer name and product description, with extra requirements for food, drugs and textiles. The rule importers miss cannot be fixed at the port: labels may not be affixed after import. A private-label order printed in English only, with a plan to sticker cartons in Cairo, is a shipment that will sit.

Conformity and inspection. Electrical goods, cosmetics, food contact materials and textiles are inspected against Egyptian standards at the port, usually with sampling and a laboratory referral. Where the HS code requires a certificate of conformity, an inspection body accredited for Egypt issues it at origin; arranging that after the container sails is not possible.

The sequencing nobody publishes: registration first, then conformity testing at origin, then the ACID filing, then Arabic artwork, then loading. Skip it because the supplier is ready to load, and you will re-file against goods that cannot legally be released.

What Egypt Customs Clearance Costs: Freight, Duty, VAT and a $25,500 Landed Example

Clearance fees are the small number; duty and VAT are the large ones, both assessed on a value that includes your freight. These are our September 2026 benchmarks, port-to-port, before duty:

Origin port (China) 20GP port-to-port 40GP port-to-port
Shenzhen / Nansha $2,400 – $3,100 $3,450 – $4,650
Guangzhou $2,450 – $3,050 $3,450 – $4,650
Shanghai $2,500 – $3,250 $3,450 – $4,650
Ningbo $2,450 – $3,100 $3,450 – $4,650
Qingdao $2,600 – $3,350 $3,450 – $4,650

The rest of the bill, in the order it appears:

Component 2026 range
40HQ uplift over a 40GP +$150 – $300
LCL, per cubic meter $100 – $200
Origin charges (trucking, export declaration, THC, documents) $250 – $550
Egyptian destination charges (THC, delivery order, terminal fees) $300 – $700
Broker and clearance fee about $200
Alexandria to Cairo inland haulage $250 – $420
Sokhna to Cairo or 10th of Ramadan $180 – $320

Now the tax stack, on a 20GP of hardware bought FOB Shenzhen at $15,000. Duty is assessed on CIF and VAT on CIF plus duty, which is why the freight you negotiate also raises your tax base:

Line Basis Amount
Goods, FOB Shenzhen invoice value $15,000
Ocean freight 20GP, port-to-port $3,200
Marine insurance about 0.4% of CIF $75
CIF value FOB + freight + insurance $18,275
Import duty 20% of CIF $3,655
VAT 14% of (CIF + duty), i.e. 14% of $21,930 $3,070
Broker and clearance fixed fee $200
Inland haulage Alexandria to Cairo $300
Total landed $25,500

That is roughly 70% above the goods value, and only $3,500 of it is freight. The 20% duty is a mid-band rate; your own line may sit far below it or double it, which is why a classification opinion before production beats a rate negotiation afterwards. The VAT is recoverable if your Egyptian importer is VAT-registered and selling on; the duty is not. For the box itself, the choice between sea freight sizes is a density question covered in 20ft and 40ft shipping from China to Egypt; cargo insurance is the $75 line you should never drop — a general average contribution on a Suez transit is not a rounding error.

Port-by-Port Egypt Customs Clearance: Alexandria, Dekheila, Sokhna, Port Said and Damietta

Egypt is not one port with four names: each gateway has a different operator, tariff and inland geometry, and the wrong choice costs more than the ocean freight difference.

Port Terminal operator Storage position after free time
Alexandria (old terminal) ACCHCO 5 free days; then $10/day (20') or $20/day (40') to day 15, $25/$40 after
El Dekheila ACCHCO Same tariff family; preferred for heavy 20' and project cargo
Port Said East SCCT (APM Terminals) Carrier import storage published at $20–30/day (20') and $30–40/day (40')
Damietta DACT and Damietta terminal Carrier import storage from about $10–15/day (20') and $16–25/day (40')
Sokhna DP World Sokhna About 140 km to Cairo; terminal and carrier tariffs set separately

Alexandria and El Dekheila handle most consumer imports and serve the Delta. The ACCHCO tariff effective 1 September 2026 gives full import containers five free days, then charges $10 a day on a 20' and $20 on a 40' to day fifteen, $25 and $40 after. Discharge runs $85 or $160. IMO containers pay 50% extra on handling; explosives or radioactive cargo 100% extra on storage.

Sokhna is the Cairo port: 140 km inland at $180–$320 to Cairo or 10th of Ramadan, against $250–$420 from Alexandria. What it lacks is Alexandria's sailing frequency, so cargo tied to a specific week often discharges in Alexandria and trucks south anyway.

Port Said splits between the canal-side terminals and SCCT at East Port Said — right for Ismailia, wrong for a Cairo warehouse unless the rate gap is large.

Damietta changed in 2026. Damietta Alliance Container Terminals, the Hapag-Lloyd, EUROGATE and Contship joint venture, began commercial operations on 14 February 2026 with 1,670 m of quay at 18 m draft and planned capacity of 3.3 million TEU. New capacity usually means competitive handling for a season or two, on schedules still bedding in.

Whichever port you pick, the clearance file is identical; what changes is the storage clock and the trucking rate, which decide the final invoice on a shipment that goes wrong.

How Long Egypt Customs Clearance Takes and What Demurrage Costs When It Slips

ACID issuance is measured in hours, the port in days, storage in dollars per day per box.

Stage Typical duration What governs it
ACID request to issuance up to 48 hours Nafeza and the customs risk system
CargoX envelope accepted 1–3 working days supplier responsiveness, CO legalisation
Ocean transit 24–35 days port pair and routing
Declaration and duty payment 1–2 days broker, valuation queries, FX
Inspection, if red lane 2–5 days sampling, laboratory, joint committee
Release to gate 1–2 days terminal release, trucking slot

A clean file clears in three to seven working days from discharge. A file with one mismatch takes two to three weeks, and the storage bill shows it.

Run the arithmetic on a 40' held at Alexandria. Free storage covers days one to five. Released on day twelve, the terminal charges seven days at $20 — $140 — before any carrier demurrage, which runs on a separate clock billed by the line at its own Egypt tariff. Hold the same box to day twenty and the rate steps to $40 for the five days past day fifteen, taking the terminal charge to about $400. Add a second inspection move at $64 and the trucking slot you lost, and a documentation error costs more than the freight gap between two forwarders on the same booking.

Three habits DTFU builds into every booking keep both clocks from starting: file the ACID a week ahead, send the broker a complete document set before sailing so the declaration is drafted against real numbers, and book the inland truck before discharge — a released container with no truck is still on the terminal's meter.

Who Is the Importer of Record on a DDP Shipment to Egypt?

The importer of record is the party on the declaration, the party that owes duty and VAT, and the party holding the ACID. On a DDP shipment to Egypt that party must be an Egyptian entity with a commercial register and a tax card — which raises a question that belongs in the contract, not at the port.

If a forwarder offers DDP and cannot name the importer of record, the arrangement is either a DAP quote with a duty estimate bolted on, or a filing under somebody else's licence. Both fail at an inspection, when customs asks who owns the goods. A compliant structure names the importer in writing, shows duty and VAT as separate invoice lines, and hands over release documents so the VAT can be recovered.

This is where the Incoterm stops being a price. Under CIF your buyer is the importer and carries every risk above; under DDP you carry them, making the ACID filing, the GOEIC question and the storage clock your problem. Choose deliberately — on a $25,500 landed shipment the difference is not the freight, it is who answers on day sixteen. Our door-to-door shipping desk runs both structures and will say which one your buyer's registration actually supports.

Egypt Customs Clearance FAQ: 11 Questions Importers Ask Before Booking

How far in advance must the ACID be issued? Data must reach Nafeza 48 hours before the vessel departs, and issuance can take another 48, so request it five to seven working days out.

Who requests the ACID, the supplier or the importer? The Egyptian importer, or the broker acting for them, requests it on Nafeza. The supplier files the CargoX envelope and cannot start without the number.

What does an ACID number look like? 19 digits, unique to the consignment, and it must appear on the invoice, packing list and bill of lading exactly as issued.

How long is an ACID valid? Six months under MoF Decision No. 548 of 2025. Older advisories quote three, so confirm with your broker.

What happens if the container sails without an ACID? The carrier will not load it; cargo that arrives without a matching filing is refused and re-exported at the importer's cost, plus storage and return freight.

Can a Chinese supplier obtain the ACID directly? No. It is issued to the Egyptian importer of record; the supplier registers on CargoX, gets verified and files against a number they receive.

Do air shipments need an ACID now? Yes, since 1 January 2026 after a 2022 pilot, at 80 units per ACID with a reduced rate through 30 June 2026.

How much does the CargoX filing cost? 160 units per ACID for sea plus 3 units per document capped at 15; the fee is charged once even if the envelope is amended.

What duty and VAT will I pay? Duty on CIF varies by HS code — our example uses 20% — and VAT is 14% on CIF plus duty, which took a $15,000 FOB shipment to $25,500 landed.

How many free storage days do I get at Alexandria? Five at the ACCHCO terminals, then $10 a day on a 20' and $20 on a 40' to day fifteen, $25 or $40 after.

Which products need GOEIC factory registration? The 25 HS groups in the annex to Decree 43/2016 — food, cosmetics, kitchenware, ceramics, appliances, furniture, toys, apparel, carpets, footwear — plus later additions.

If the ACID, the CargoX envelope and the storage clock are three jobs you would rather not chase across two time zones, DTFU's Egypt desk files the declaration, books the sailing and watches the free days inside one shipment file — send your HS code and supplier details to our Egypt clearance desk and we will map the gates before your next order is placed.
